This guy is basically activating a Coldlight Seer’s ability every turn. Immediately you would think of a Mill Deck, either Rogue, Druid, and even Mage could all stall enough until he dies of fatigue. But you also need to be careful, you don’t want to mill yourself. You might want a lot of low cost cards you can quickly get out of your hand. But can we take advantage of both players having big hand sizes? Perhaps you want to run a version of Oil Rogue that doesn’t run card draw, maybe you can even tech-in Hand Size based cards.
The big problem is that this is a bit too slow, and while you can do this in Normal with the right draw. It is not likely to cut it in Heroic.
The other option is to use a lot of quick cards so you can empty your hand every turn and get a super commanding advantage, think something like the Fast Rogue we showed you about a month ago.
Considering the massive amount of draw you have, you need to make a few adjustments. And since I don’t really have Hobgoblins, this is what I came up with. It proved to be extremely effective and was even able to beat the Heroic Mode Encounter.

Essence of the Red (0): Each player draws 3 cards, gain a mana crystal.
Heroic Mode has 15 armor, but that isn’t enough to stop your onslaught, at least not every time. Regardless of what you do, there is the chance that he will fill your board with Clockwork Giants. Perhaps trading the wisps for Target Dummy would allow you to buy exactly the time you need. At least that’s the reason I put Annoy-o-tron in there.
Preparation is a fine card if you got it, as is Arcane Golem. If you have the Preparations I’d advise cutting Defias Ring Leader.
